On 64 bit computers, there are 2 Program Files folders
C:\Program Files - contains 64 bit programs
C:\Program Files (x86) - contains 32 bit programs
32 bit computers have only the one folder, C:\Program Files.
Access Anaesthetics is a 32 bit program and requires the 32 bit version of Microsoft Access to run. If you have a 64 bit version of Office, you can install one of the 32 bit Access Runtime files.
